全文 | The EPA announced the amendments to the Regulations Governing Subsidies for the Repair of Fuel Injection Systems or Installation of Emission Control Equipment on Large Diesel Vehicles on 15 April 2020. The purpose of the amendments is to stimulate mobile source emission reduction by motivating owners of large diesel vehicles to upgrade their fuel injection systems or install emission control equipment, and to raise administrative efficacy at the same time. The amendments include the removal of the requirement of test procedures prior to repair and also removal of the application frequency limit for subsidies of a total amount below NT$50,000. In addition, to strengthen the implementation of smoke emission mitigation measures, such as repairs and the installation of pollution control equipment, the amendments also added regulations on revocation or cancellation of subsidies given to approved auto repair businesses or air pollution control device purchases. According to the survey conducted by the EPA, heavy-duty diesel vehicles contribute to a large portion of emissions in Taiwan, making up 11.2% of the total domestic PM2.5 emissions. The International Agency for Research on Cancer (IARC) also classified diesel exhaust as a Group 1 Carcinogen in 2012. Therefore, the EPA has given priority to providing diverse assistance programs, focusing on heavy-duty diesel vehicles. The assistance programs include the subsidy programs for vehicle replacement, fuel injection system repairs, and installation of emission control equipment such as particulate filters. Furthermore, the EPA also offers commodity tax deduction, import duty exemption for heavy-duty vehicle components, credit guarantees or low-interest loans for vehicle purchases, and subsidies for vehicle loan interest. With the help of these incentive programs, the EPAs goal is to achieve diesel pollution mitigation with the cooperation of vehicle owners. Public cooperation is essential for effective policy implementation. After numerous evaluations and discussions, the EPA has chosen to give more assistance and utilize incentives such as subsidies to speed up the phasing out of old vehicles. The EPA will continue to strive for air quality improvement through effective policy implementation. |
