歷史沿革清領乃至日治初期的蘭陽平原，是一個以水路交通為主的時代，蘭陽平原溪北地區水路網絡的咽喉就是烏石港，也是清領時期東台灣唯一的「正口」。烏石港為一南北狹長的北向河道，其西側的碼頭區即是頭圍街，本遺跡位於十三行的南端，原屬烏石港河道的一部份。1883（清光緒9）年，烏石港河口因沉船而完全堵塞，河水改向東南流，從大坑罟南端出海，烏石港時期結束，頭圍港時期開始，頭圍街仍屬北台灣的重要港埠，但至1924（日大正13）年8月5、6日，山洪爆發，將頭圍港完全埋沒，頭圍街也隨之開始沒落，其河道則演變成今日的台2線省道。 據相關調查研究推論，盧宅前池塘曾為頭圍港的內港，盧纘祥先生於1928（日昭和3）年改建盧宅時，利用此遺跡闢為「舟遊式」庭園，供人休閒遊憩；池中有兩島，原有木板橋作丁字狀，與岸邊相連，島上則各有一涼亭。水池靠盧宅一側，有大榕樹兩株，樹下有井兩口。

指定登錄理由(一)盧宅前池塘為盧宅古蹟不可分割的一部分，目前尚有涼亭基座留存。 (二)池塘緊臨十三行，與當時行郊貿易與頭城老街發展脈絡密不可分。 (三)池塘為開放空間，並有湧泉及古井，自始即提供附近居民遊憩休閒、洗衣、曬麵等使用，是地方之集體記憶，實與盧宅共同具有古蹟之價值。
法令依據符合「古蹟指定及廢止審查辦法」規定之指定基準。

外觀特徵屬盧家私家園林，惟盧家為配合政府推展休閒風氣，闢建公園，當時民眾可在此遊憩休閒、洗衣、曬麵等，成為提供當地民眾聯絡感情、怡情養性的公共空間。

使用情形尚保留水塘原狀，惟鄰近青雲路一側之86-1地號土地已被地主整地填土，地主針對池塘周邊之樹木亦已進行砍伐修剪，地形地貌已有改變。

歷史沿革: 清領乃至日治初期的蘭陽平原，是一個以水路交通為主的時代，蘭陽平原溪北地區水路網絡的咽喉就是烏石港，也是清領時期東台灣唯一的「正口」。烏石港為一南北狹長的北向河道，其西側的碼頭區即是頭圍街，本遺跡位於十三行的南端，原屬烏石港河道的一部份。1883（清光緒9）年，烏石港河口因沉船而完全堵塞，河水改向東南流，從大坑罟南端出海，烏石港時期結束，頭圍港時期開始，頭圍街仍屬北台灣的重要港埠，但至1924（日大正13）年8月5、6日，山洪爆發，將頭圍港完全埋沒，頭圍街也隨之開始沒落，其河道則演變成今日的台2線省道。 據相關調查研究推論，盧宅前池塘曾為頭圍港的內港，盧纘祥先生於1928（日昭和3）年改建盧宅時，利用此遺跡闢為「舟遊式」庭園，供人休閒遊憩；池中有兩島，原有木板橋作丁字狀，與岸邊相連，島上則各有一涼亭。水池靠盧宅一側，有大榕樹兩株，樹下有井兩口。

歷史沿革乾隆51年(1786)10月，林爽文起兵於中部，南路夥首莊大田率兩千之眾響應，後來兩度攻入興隆莊舊城(今左營舊城)，鳳山縣城陷落。乾隆53年(1788)正月福康安奉命平定南路，鑑於舊城殘破不堪，乃將縣城遷移至下埤頭街(今鳳山區)，是為鳳山新城。 鳳山新城初期僅環植刺竹，編棘為籬，頗為簡陋。嘉慶5年(1800)海盜蔡牽侵犯鹿耳門，官兵疲於奔命，汪降乘機在鳳山縣起事，後兵敗被捕。知縣吳兆麟鑑於民變威脅而強化防禦工事，乃於嘉慶9年(1804)督促兵、民，興建四方共六座的城門。嘉慶10年(1805)11月蔡牽的黨羽朱濆再度騷擾鳳山縣，土匪吳淮泗等賊眾響應攻城，吳兆麟被害，都司鍾璽力戰陣亡，下埤頭新城被賊眾屯踞八十餘日。幾次民變大大衝擊新城的合宜性，於是遷回舊城的意見浮上檯面，地方要員議論紛紛。道光4年(1824)10月間爆發許尚、楊良斌之亂，新城再度被亂民攻陷，至此，地方官員決議進行舊城的改築工程。道光5年(1825)知府方傳穟倡議以官民捐輸方式籌措修建舊城的經費，在方傳穟的努力下，舊城改築工程於道光5年(1825)7月15日動工，道光6年(1826)8月15日竣工。這是台灣第一座石造城池，然而鳳山知縣與紳民皆未遷回，依然滯留新城。 道光17年(1837)正月，曹謹奉命擔任鳳山縣知縣，隨之展開大規模的水圳興築工程，是為曹公圳。隔年(1838)，曹謹在六座城門上增建城樓，復於四隅築建礮臺六座，並外濬環城濠塹再注入曹公圳圳水而成為護城河，使得新城的防禦能力大大提昇。在曹謹積極的建設下，新城更為堅固，民生社會也更為穩定。因此，縱然道光23年(1843)間福建巡撫程祖洛明令速速遷回舊城，官民依然延宕不遷。為了釐清其中問題，閩浙總督劉韻珂派人實地調查兩城的概況，舊城沒落蕭條，而新城受到紳民所喜愛。道光27年(1847)劉韻珂會同福建巡撫徐繼畬向道光皇帝上奏，擬議鳳山縣城定於下埤頭街新城，最後獲得皇帝的應允，雙城之爭終告結束。可見，新城已經是當時鳳山縣無法替代的政經中心。自此之後，僅咸豐4年(1854)參將曾元福修建土牆，使新城更為完善。 日治初期鳳山新城仍是地方重鎮，不過位於西邊的打狗港日益受到重視，因此通往打狗地區的道路日益重要。明治36年(1903)，為了擴建鳳山街到苓雅寮道路而拆毀西門。明治40年(1907)間，南部鐵道系統從打狗向東延長至九曲堂，鳳山也設置停車場，隨之新道路的需求而局部拆毀北面的土牆和刺竹圍籬，總之，都市發展趨勢日益衝擊既有的縣城樣貌。昭和3年(1928)，地方政府以改善公共衛生為由，將清領時期縣城既有土牆和兩萬多株的刺竹加以剷除，並進行今日中山路和光遠路的取直工程。至此，清領時期鳳山新城僅餘留部分殘跡，包括：東便門(三民路底)、平成砲台(曹公路旁)、訓風砲台(中山路旁)、澄瀾砲台(立志街旁)等。而東便門門外的東福橋因民國90年(2001)潭美颱風來襲倒塌，目前二座橋墩已移至岸上保存。

外觀特徵1.東便門及東福橋：東便門為單栱道之城門建築咾咕石結構物，表面被覆以水泥沙漿，並於城門內栱間嵌入鋼筋便梯以便登城頂。 城門頂舖紅色地磚，四周外緣鋼筋露頭結以鐵線圍繞。而東福橋是目前全台僅存的清代橋樑之一，六角形的船形橋墩，橋面石板雖然尚存，然而已加舖混凝土與瀝青道路。 2.三砲台：三座砲台訓風、澄瀾、平成，整體構築皆以咾咕石組砌牆基，及代表該構造物之“門額” (包括東門、郡南第一關、迎恩等)。 在特色上，訓風砲台為雙弧形制，係順著護城河及鳳山溪之地勢而建，面向東南；額題「訓風」是三砲台中門額唯一內向者，兩字題於清道光18年(1838)，左右以灰塑夔龍及書卷圖案裝飾，為台灣其它砲台所罕見。 澄瀾砲台沿護城河而建，為八角形制，護城河、二翼弧牆及銃孔(內大外小)尚留存；平成砲台為長方形制，修復後設置數處射口，雖不見昔日之大砲，亦聊以想像當年風貌。

使用情形目前三座砲台業已修護完成，整個砲台空間除古蹟本體可至砲台頂瞭望外，附屬砲台的空間，配合景觀整修為社區鄰里公園之形式，提供當地居民休憩之用。

現狀今鳳山新城所存的遺蹟，只餘東便門，及其門外的四孔三墩東福橋，而曹謹於道光年間所建之六座砲臺，今僅存「訓風」、「平成」、「澄瀾」三座。

歷史沿革: 乾隆51年(1786)10月，林爽文起兵於中部，南路夥首莊大田率兩千之眾響應，後來兩度攻入興隆莊舊城(今左營舊城)，鳳山縣城陷落。乾隆53年(1788)正月福康安奉命平定南路，鑑於舊城殘破不堪，乃將縣城遷移至下埤頭街(今鳳山區)，是為鳳山新城。 鳳山新城初期僅環植刺竹，編棘為籬，頗為簡陋。嘉慶5年(1800)海盜蔡牽侵犯鹿耳門，官兵疲於奔命，汪降乘機在鳳山縣起事，後兵敗被捕。知縣吳兆麟鑑於民變威脅而強化防禦工事，乃於嘉慶9年(1804)督促兵、民，興建四方共六座的城門。嘉慶10年(1805)11月蔡牽的黨羽朱濆再度騷擾鳳山縣，土匪吳淮泗等賊眾響應攻城，吳兆麟被害，都司鍾璽力戰陣亡，下埤頭新城被賊眾屯踞八十餘日。幾次民變大大衝擊新城的合宜性，於是遷回舊城的意見浮上檯面，地方要員議論紛紛。道光4年(1824)10月間爆發許尚、楊良斌之亂，新城再度被亂民攻陷，至此，地方官員決議進行舊城的改築工程。道光5年(1825)知府方傳穟倡議以官民捐輸方式籌措修建舊城的經費，在方傳穟的努力下，舊城改築工程於道光5年(1825)7月15日動工，道光6年(1826)8月15日竣工。這是台灣第一座石造城池，然而鳳山知縣與紳民皆未遷回，依然滯留新城。 道光17年(1837)正月，曹謹奉命擔任鳳山縣知縣，隨之展開大規模的水圳興築工程，是為曹公圳。隔年(1838)，曹謹在六座城門上增建城樓，復於四隅築建礮臺六座，並外濬環城濠塹再注入曹公圳圳水而成為護城河，使得新城的防禦能力大大提昇。在曹謹積極的建設下，新城更為堅固，民生社會也更為穩定。因此，縱然道光23年(1843)間福建巡撫程祖洛明令速速遷回舊城，官民依然延宕不遷。為了釐清其中問題，閩浙總督劉韻珂派人實地調查兩城的概況，舊城沒落蕭條，而新城受到紳民所喜愛。道光27年(1847)劉韻珂會同福建巡撫徐繼畬向道光皇帝上奏，擬議鳳山縣城定於下埤頭街新城，最後獲得皇帝的應允，雙城之爭終告結束。可見，新城已經是當時鳳山縣無法替代的政經中心。自此之後，僅咸豐4年(1854)參將曾元福修建土牆，使新城更為完善。 日治初期鳳山新城仍是地方重鎮，不過位於西邊的打狗港日益受到重視，因此通往打狗地區的道路日益重要。明治36年(1903)，為了擴建鳳山街到苓雅寮道路而拆毀西門。明治40年(1907)間，南部鐵道系統從打狗向東延長至九曲堂，鳳山也設置停車場，隨之新道路的需求而局部拆毀北面的土牆和刺竹圍籬，總之，都市發展趨勢日益衝擊既有的縣城樣貌。昭和3年(1928)，地方政府以改善公共衛生為由，將清領時期縣城既有土牆和兩萬多株的刺竹加以剷除，並進行今日中山路和光遠路的取直工程。至此，清領時期鳳山新城僅餘留部分殘跡，包括：東便門(三民路底)、平成砲台(曹公路旁)、訓風砲台(中山路旁)、澄瀾砲台(立志街旁)等。而東便門門外的東福橋因民國90年(2001)潭美颱風來襲倒塌，目前二座橋墩已移至岸上保存。

外觀特徵: 1.東便門及東福橋：東便門為單栱道之城門建築咾咕石結構物，表面被覆以水泥沙漿，並於城門內栱間嵌入鋼筋便梯以便登城頂。 城門頂舖紅色地磚，四周外緣鋼筋露頭結以鐵線圍繞。而東福橋是目前全台僅存的清代橋樑之一，六角形的船形橋墩，橋面石板雖然尚存，然而已加舖混凝土與瀝青道路。 2.三砲台：三座砲台訓風、澄瀾、平成，整體構築皆以咾咕石組砌牆基，及代表該構造物之“門額” (包括東門、郡南第一關、迎恩等)。 在特色上，訓風砲台為雙弧形制，係順著護城河及鳳山溪之地勢而建，面向東南；額題「訓風」是三砲台中門額唯一內向者，兩字題於清道光18年(1838)，左右以灰塑夔龍及書卷圖案裝飾，為台灣其它砲台所罕見。 澄瀾砲台沿護城河而建，為八角形制，護城河、二翼弧牆及銃孔(內大外小)尚留存；平成砲台為長方形制，修復後設置數處射口，雖不見昔日之大砲，亦聊以想像當年風貌。

使用情形: 目前三座砲台業已修護完成，整個砲台空間除古蹟本體可至砲台頂瞭望外，附屬砲台的空間，配合景觀整修為社區鄰里公園之形式，提供當地居民休憩之用。

現狀: 今鳳山新城所存的遺蹟，只餘東便門，及其門外的四孔三墩東福橋，而曹謹於道光年間所建之六座砲臺，今僅存「訓風」、「平成」、「澄瀾」三座。

歷史沿革何敬宙（1871-1936）金沙浦邊何氏第十八世，早年前往新加坡、馬來西亞、呂宋等地經商，同時期浦邊何氏族人共同前往南洋發展包含何仁慈、何敬永、何敬槐等人，皆因出洋經營事業有成，返鄉建業。何敬宙於南洋經商致富後，約於民國4年至9年間（1915-1920），僑匯返鄉，由太太陳氏邀請大陸匠司負責洋樓興建事務，建造平面格局為五腳基洋樓。洋樓落成後，因南洋局勢動盪，何敬宙並未回到金門，洋樓僅留下妻子與二子文註居住。何文註居住洋樓時間不長，早期參與抗日地下組織「金門復土救鄉團」，何文註為了躲避日本人的追緝，逃往印尼，洋樓交由宗親代為管理。民國38年至44年間（1949-1955）國軍借用為營舍，並於後寮牆砌上「反共抗俄」標語。民國44年至69年（1955-1980）洋樓為宗親居住使用，期間一樓左側房間，曾借給居住於聚落的退伍老兵作為理髮店使用，為了方便前來理髮的人進出，於建築後寮左側開設一小門。直至民國89年（2000）何文註之兒子，何成龍先生退休後搬進洋樓居住至今。民國108年（2019）3月進行整體修復工程，同年12月竣工。

外觀特徵建築為三開間之五腳基洋樓，採傳統閩式二屋面，屋脊形式為圓脊。外牆立面牆身材料下緣為石塊砌築，兩側丁砌、中間為人字砌；上半部壁面抹灰，背立面置有「反共抗俄」之標語。 一、二樓廊柱有六角龜紋裝飾，表面飾以牡蠣殼灰泥；兩側邊柱表面則裝飾則有方形水泥漿蟲蝕裝飾面。廊柱頭有天官賜福與壽字，或是象徵吉祥的花草圖案作為柱頭裝飾。二樓女兒牆欄杆為三角柱體，表面可見紅色顏料。二樓廊柱表面與一樓同為六角龜紋洗石子裝飾面，兩側廊柱有拱圈泥塑線腳與牆體銜接，增加側立面裝飾之豐富性。
室內特徵建築採硬山擱檩承重牆系統，五腳基洋樓空間格局以中央為廳，兩側為房，共二層，右側連接一附屬空間，二樓廊道可通右側附屬建築之屋頂露臺。 洋樓興建時，為防禦考量，在通往二樓樓梯設有層板作為防禦盜賊時使用。二樓外廊牆體表面以橘紅色、藍色顏料粉刷裝飾，兩側窗戶上方的白色尖拱線腳窗楣最為醒目，並於大門旁之二窗置有聯對。
使用情形為後代居住使用。
應重點維護之事項管理人定期進行環境整理及維護，維護情形良好。
現狀建築構造整體良好。

歷史沿革岡山樂群村原是日治時期日本海軍航空隊高階軍官的宿舍群。有飛行場才有海軍航空隊，日治時期高雄地區最重要的飛行場就是岡山飛行場，昭和14年(1939)12月1日正式啟用，當時是以民航為主。不過，隨著中日戰爭擴大，臺灣扮演支應日軍南支南洋作戰的角色日益重要。為達此目的，昭和15年(1940)末日本海軍分別在臺南、高雄、東港等成立航空隊基地，岡山飛行場因而被轉變為軍用飛行場。昭和16年(1941)10月，以岡山飛行場為基地的高雄航空隊和第61海軍航空廠相繼成軍，並被整編入第11航空艦隊，而岡山樂群村即為當時第11航空艦隊第23航空戰隊的軍官宿舍群。昭和18年(1943)8月高雄警備府成立，第11航空艦隊被改編為海軍第14聯合航空隊，司令部就在岡山基地。昭和19年(1944)9月再度被整編為海軍第21航空戰隊第341航空隊。 二次大戰結束後，整個岡山海軍航空基地被中華民國政府所接收，後成為空軍訓練司令部的基地，樂群村宿舍群乃是空軍訓練司令部司令、兩位副司令和接收要員等將官的官邸。民國38年(1949)之後，空軍官校、空軍通訊電子學校、空軍機械學校等相繼在岡山基地復校，大批空軍要員轉進臺灣，樂群村同時是訓練司令部司令、副司令、機校校長、空軍資深要員、空戰英雄的住所。

歷史沿革: 岡山樂群村原是日治時期日本海軍航空隊高階軍官的宿舍群。有飛行場才有海軍航空隊，日治時期高雄地區最重要的飛行場就是岡山飛行場，昭和14年(1939)12月1日正式啟用，當時是以民航為主。不過，隨著中日戰爭擴大，臺灣扮演支應日軍南支南洋作戰的角色日益重要。為達此目的，昭和15年(1940)末日本海軍分別在臺南、高雄、東港等成立航空隊基地，岡山飛行場因而被轉變為軍用飛行場。昭和16年(1941)10月，以岡山飛行場為基地的高雄航空隊和第61海軍航空廠相繼成軍，並被整編入第11航空艦隊，而岡山樂群村即為當時第11航空艦隊第23航空戰隊的軍官宿舍群。昭和18年(1943)8月高雄警備府成立，第11航空艦隊被改編為海軍第14聯合航空隊，司令部就在岡山基地。昭和19年(1944)9月再度被整編為海軍第21航空戰隊第341航空隊。 二次大戰結束後，整個岡山海軍航空基地被中華民國政府所接收，後成為空軍訓練司令部的基地，樂群村宿舍群乃是空軍訓練司令部司令、兩位副司令和接收要員等將官的官邸。民國38年(1949)之後，空軍官校、空軍通訊電子學校、空軍機械學校等相繼在岡山基地復校，大批空軍要員轉進臺灣，樂群村同時是訓練司令部司令、副司令、機校校長、空軍資深要員、空戰英雄的住所。
